Without seeing the site, it's hard to say exactly what's happening, but I suspect that there's a background image in the Header Panel, with some text in Page Layout > Header Panel > Advanced Header > Designer > Design/Source. Therefore, you you can't just drop a regular image into the Advanced Header area. A regular (not background) image and text are two concrete "things." They will push one another around unless they are placed in separate table cells or aligned properly using CSS. If you want text to appear over top of an image, the image must be added as a background. You can add a background image to a table or table cell using the Table Properties or Cell Properties.
It would help if we could see the Web page, though, so we can be more accurate in our responses.
